Rivers State runs one platform for most of what an individual taxpayer needs. Registration, filing and certificates all sit in one place, rather than scattered across separate pages.
What RIVTAMIS is
RIVTAMIS is the Rivers State Tax Management Information System. It is reachable at rivtamis.riversbirs.gov.ng, and it sits behind riversbirs.gov.ng, the wider Rivers State Internal Revenue Service site.
If you are employed and live in Rivers, your PAYE goes to this authority: the rule is the tax authority of the state where the employee lives. If you are self-employed, confirm with the authority how it assesses you.
A resident who works in Rivers but lives elsewhere is not a RIVTAMIS taxpayer at all. Their own state of residence takes over instead, the same rule that applies across the whole country.
Getting your RIVTIN
A RIVTIN is Rivers State's own tax identification number for an individual. Registering on RIVTAMIS is how you get one. It is the record everything else on the platform attaches to.
Without a RIVTIN, RIVTAMIS has nothing to file a return against or issue a certificate to. Register before you try to file or request a certificate.
Keep your RIVTIN once it is issued. You will be asked for it again every time you come back to the platform.
Filing an annual return and requesting a TCC on the platform
RIVTAMIS's own dashboard has a TCC section, where a request runs through a Direct Assessment step and then Request for TCC. Individuals can also file annual returns on the platform. An employee's PAYE still reaches Rivers through their employer separately.
Requesting a TCC on the platform means choosing the tax year the certificate should cover and the tax station handling your file. It is not a single generic request button.
Filing itself is a separate duty from any of this, due every year regardless of what you have already paid. See filing your individual annual tax return for the deadline and what the return needs to cover.
What the platform asks you to upload
RIVTAMIS asks for supporting documents as PDF files, kept under a set size limit on the platform's own upload screen. Scan documents at a reasonable resolution rather than a phone photo at full size, which can exceed the limit on its own.
Keep the PDFs organised by tax year. A TCC request specifically references one year and one tax station at a time, so a jumble of undated scans slows down your own application more than anyone else's.
Where to go if the portal will not accept your file
A rejected upload can be a size or format problem. Compress the PDF or split a multi-year bundle into separate files by year before trying again.
If the platform itself will not load or process a legitimate submission, that is a matter for Rivers State's own support channels. This guide cannot fix a live technical fault from outside. For how assessment works if you have no employer at all, see personal income tax for the self-employed, and browse other states in the PAYE and state tax hub.
